If there is interest in an off-site meet and greet, in addition to an on-site meeting, it appears Zona Rosa is the most appropriate area for a gathering of this sort. See Zona Rosa at Wikivoyage, too. I have not done enough research to determine distance from the library, modes of transportation, safety, etc., but just sharing my initial findings. I can confirm Zona Rosa is the LGBT neighborhood in the City. It's not exactly near the venue (a 15 minute drive with no traffic), but it's easy and safe to reach on public transport.
