Abstract (at least 300 words to describe your proposal)

After two wikimedian exploration experiences, one in south of Inda and one in Cape Verde, I would like to present (in a short time of maximum 20 minutes) a basic socio-anthropological overview about the situation of Wikipedia on this two part of the world.

During this short presentation, I would like focusing about probable difficulties and barriers that make Wikipedia unknown, or unused, on this two respective populations. From this the audience can start to think about probable perspectives and necessities.

For example :

The expensive and bad quality of cable Internet connection and the opportunity to fix off-line Wikimedia projects access in public space like school, library, or media center.

The cheap, popular, and stable Internet connection thought mobile phone and the opportunity to reinforce the Wikipedia Zero campaign.

The problem of socio-cultural barriers that make Facebook fully use when Wikimedia is still unused or unknown and the opportunity to organize campaign to increase Wikimedia visibility in this kind of part of the world.

After the presentation, the audience can decide to start think tank, on MetaWiki for example, about how to make the Wikimedia vision of the foundation a best reality on this kind of countries with the target to edit some recommendations for the communities and for the foundation.

The meeting will be also for me a good occasion to collect Wikimedia community's opinion about opportunities and necessities to continuous and/or reinforce socio-anthropological observations for deeper analyses in reference with the use off Wikimedia projects in different part of the world.
